AN APPEAL TO THE EARAZA CONFERENCE CONCERNING THE TIGER AMUR

September 26, 2012 Tatiana Arzhanova, coordinator of the Euro-Asian Association of Zoos program for saving and reproduction of Amur tiger, wrote a recommendation to transfer two tiger cubs born in Regional State Budget Institution of Culture “Zoo “Priamursky” n.a. V.P.Sysoev” (Enclosure 1).
Based on that recommendation, November 2, 2012 Zoo “Priamursky” and Primorye Safari Park (“Amur tiger” LLC) entered into a contract to transfer two tiger cubs on a loan basis (Enclosure 2).
The contract term expired in April 2016.
November 1, 2017 Alla Glukhova, coordinator of the Euro-Asian Association of Zoos program for saving and reproduction of Amur tiger, wrote a recommendation concerning tiger Amur: “…It is advisable to keep the male Amur tiger STB# 5652 (name Amur) for further mating with the female Amur tiger STB# 6094 (name Ussuri)” (Enclosure 3).
November 11, 2017 Andrey Dolin, Director of Regional State Budget Institution of Culture “Zoo “Priamursky” n.a. V.P.Sysoev” wrote a letter to the Ministry of Investment and Land and Property Policy in Khabarovsk Krai requesting the approval for permanent keeping of tiger Amur in Primorye Safari Park (Enclosure 4).
The Ministry dismissed this request upon the pretext that “Amur tiger” LLC - Primorye Safari Park is a non-profit private organization. However, the resolution document from the Ministry was neither numbered nor signed nor stamped (Enclosure 4).
In March 2018 “Zoo “Priamursky” suggested for Primorye Safari Park to register a non-profit organization in order to resolve an immediate issue – transfer of tiger Amur:
“We suggested Safari Park to use their lawful right to register a non-profit organization and to reorganize the existing company in order to keep the tiger Amur in Primorye. Our legal department did not just prtovide recommendations, but prepared the registration documents and sent them to the Safari Park management”.
Director of the Safari Park considered this offer but did not follow through with it like Aleksandr Pshenichny who had registered a non-profit partnership – NP “TIGER PARK” in Dinskaya village of Krasnodarsky Krai. (http://safaripark25.ru/news/pro_registraciju_nekommercheskoj_organizacii)
Aleksandr Pshenichny registered the ill-fated non-profit partnership in order to resolve immediate issues, but it did not end well for him. The finalization and approval of transfer of the tiger Amur to his NP “TIGER PARK” exposed the sham of this idea. The NP’s accounts are frozen, there are no emplyees, and its ratings are far from great.
May 22, 2018 the coordinator of the Euro-Asian Association of Zoos Amur tiger program wrote a letter to Safari Park:
"Dmitry, do I understand correctly that you are ready to transfer the tiger Amur to another program participant?"
May 23, 2018 I replied:
"Alla! When we received the tiger Amur we were assured that he was going to stay with us.
Of course I am of the opinion that the tiger Amur should live in or Safari Park.
It is up to you to produce paperwork".
In December 2018 I found out that the transfer of the tiger Amur to the NP “TIGER PARK” in Krasnodarsky Krai was approved. To the organization that belongs to Aleksandr Pshenichny, not a member of EARAZA program. I called Aleksandr Pshenichny and Andrey Dolin on multiple occasions. I wanted to come to a compromise. I explained that it won’t be so easy to transfer the tiger Amur, since he is widely known and has many fans. I tried to resolve the situation without any scandal. Andrey Dolin was not interested, he was very confrontational.
December 21, 2018 a letter arrived from the “Zoo “Priamursky” requiring the tiger Amur’s return to the Priamursky Zoo in Khabarovsk city (Enclosure 5).
I tried not to involve the mass media until the last minute hoping that the issue shall resolve in a peaceful manner. However, it was impossible. The involvement of mass media was a desperate measure.
January 22, 2019 an article titled “THE TIGER AMUR IS TAKEN AWAY FROM SAFARI PARK. LAW IS ABOVE COMMON SENSE” appeared on the web-site of Primorye Safari Park. (http://safaripark25.ru/news/tigra_amura_zabirajut_iz_primorskogo_safari-parka_zakon_vyshe_zdravogo_smysla)
Needless to say that after this article the tiger Amur and Primorye Safari Park fans stood up for the tiger Amur. Thousands of letters were sent to various authorities. Some of them can be found on the web-site of Primorye Safari Park.
January 24, 2019 director of Primorye Safari Park wrote a letter to the Head of the Federal Service for Supervision of Natural Resources Directorate for Primorsky Krai, Shabalin I.P., asking for facilitating in keeping the tiger Amur in Primorye Safari Park. The letter was written upon request from the Federal Service for Supervision of Natural Resources in Moscow.
January 26, 2019 a petition “PROTECT THE TIGERS AMUR AND TAIGA!” was presented on the web-site change.org by Elmira Sharipova (http://safaripark25.ru/news/peticija_v_podderzhku_tigra_amura)
The petition was signed by over 118 000 people.

January 28, 2019 after quarantine period the female tiger Taiga was transferred from Primorye Safari Park to the “Zoo “Priamursky” in Khabarovsk city. January 22, 2019 Andrey Dolin spoke on the television about his reasons for the transfer of the tiger Amur to the NP “TIGER PARK” in Dinskaya village of Krasnodarsky Krai (director Aleksandr Pshenichny).

January 24, 2019 Andrey Dolin spoke on the television that there are no cages for animals in the NP “TIGER PARK”, that the cages are in project.

Andrey Dolin was obviously contradicting himself. He agreed to transfer the Amur tiger to a non-member zoo, which exists only on paper.
Andrey Dolin abandoned his claims under the pressure from the public! The tiger Amur’s fans stopped this sham with the transfer of a worldwide known tiger to Krasnodarsky Krai.

Let’s review some paragraphs from the Andrey Dolin’s article:
Paragraph No.13 “Tiger Park” in Krasnodarsky Krai is just one of the possible options that are currently in the implementation phase. The project is approved already, we and program coordinators have seen the project documentation and, if the project is implemented, it will be an amazing habitat. Another option for consideration is the Zoo Center “Piton” in Komsomolsk-on-Amur city. In this case the tiger Amur will remain in Khabarovsk Krai”.
And now let’s read the letter from the Public Prosecution Office of the Russian Federation, Khabarovsk Interdistrict Environmental Prosecutor's Office concerning the legal validity of the transfer of the tiger Amur to the NP “TIGER PARK” in Dinskaya village of Krasnodarsky Krai. The letter is dated March 29, 2019 (Enclosure 6).
The results of the prosecutor's check:
«It is established that on October 5, 2018 Zoo “Priamursky” n.a. V.P.Sysoev” and a non-profit partnership “Krasnodar Ecological and Biological Center “Tiger Park” (hereinafter referred to as Tiger Park) entered into a contract No. 1571 to transfer for free use of especially valuable movable property, the tiger Amur, assigned to the Zoo on the basis of operational management, as follows from said contract. According to the contract terms the tiger Amur was subject to transfer to Dinskaya village of Krasnodarsky Krai.
Meanwhile, it was established that the tiger Amur was included to the Register of Krai state property and assigned to the Zoo “Priamursky” n.a. V.P.Sysoev” on the basis of operational management in accordance with the ordinance of the Ministry of Property Relations No. 173 dated February 13, 2019, that is after the conclusion of the aforementioned contract. Therefore the Zoo had no lawful grounds to control the tiger Amur”.
As can be seen from the above, Andrey Dolin is exposed as a liar. Andrey Dolin agreed to transfer the Amur tiger to a non-member zoo “in the implementation phase”, that is not existent in reality. In addition, the Prosecutor’s Office established that the tiger Amur was not included to the Register of Krai state property during the conclusion of the tiger transfer contract.
Now let’s review paragraph No. 16 from the Andrey Dolin’s article: (http://www.zoosad27.ru/news/new_852.html)
Paragraph No. 16. “January 24, 2019 the EARAZA confirmed that no tigers from the Zoo “Priamursky”, including Amur and Taiga, were exempted from the EARAZA program for saving and reproduction of Amur tiger”.
At the same time director of Primorye Safari Park Dmitry Mezentsev wrote the transfer the Amur tiger to a non-member zoo means that he secured approval for the exemption of the tiger Amur from the EARAZA program.
So a contradiction occured: Andrey Dolin had one opinion, and Dmitry Mezentsev had an opposite opinion. One of them was wrong. One of them was lying.
My collegues from EARAZA are my friends, but the truth is more valuable. In order to find truth and consequently prove that Dmitry Mezentsev is not a liar I had to disclose the correspondence of Alla Glukhova, coordinator of the Amur tiger program. It showed that:
- Andrey Dolin (director of Zoo “Priamursky”) agreed to transfer the tiger Amur to the NP “TIGER PARK”, which is not a member of EARAZA Amur tiger program.
- Andrey Dolin was aware that upon such a transfer the tiger Amur will be exempted from the EARAZA program for saving and reproduction of Amur tiger.
- Andrey Dolin pressured the coordinator of the Amur tiger program, validated his actions as urgent.
The CEO of EARAZA Vladimir Frolov and the coordinator of the Amur tiger program Alla Glukhova were outraged by the publication of their official correspondence on the Safari Park web-site and asked to delete it. I complied.
Remarkably, Vladimir Frolov and Alla Glukhova were not outraged by the actions of Andrey Dolin, did not try to deal with the situation, did not try to find the truth. They just assumed that Dmitry Mezentsev is the guilty party and included him to the black list. They were indifferent to the fact that Andrey Dolin, who was exposed as a liar on multiple occasions, tried to make Dmitry Mezentsev look like a liar.
February 26, 2019 a meeting of the EARAZA Presidium was held.
Extract from the minutes of meeting:
«А.А. Glukhova: in 2012 Mezentsev’s Zoo received 1/1 tigers from Khabarovsk (in accordance with the contract) – Amur and Taiga. Animal rights activists interfered in their fate.
V.V. Spitsin: Presidium advises to keep Taiga in the keeping center "Cliff", then transfer her to Khabarovsk. Accuse Mezentsev of unethical behavior (he published a correspondence with the tigers coordinator).
Voted: unanimously».
I believe that the EARAZA Conference should accuse Andrey Dolin of his sham to transfer The tiger Amur, of his war with the tiger’s fans led with the persistence of a madman. This conflict escalated into the war for the female tiger Taiga and afterward into the fans’ war against EARAZA.
Fans are intolerant to those who want to harm their idols. Confronting them is stupid. A common ground should have been found. Andrey Dolin had to be like: «I am also concerned for the tiger Amur! Let’s search for solution together!» That’s it. That would have ended the conflict.
I believe that the EARAZA Conference should address matters related to the release of Vladimir Frolov from his position as a CEO of EARAZA, since he encouraged Andrey Dolin and condoned his behavior, therefore had a negative impact on the reputation of EARAZA in Russia and worldwide.

Еще живую, но болеющую тигрицу пытался спасти известный в Казахстане сценарист и актер Нуртас Адамбай. На встрече с директором зоопарка, он назвал это место «концентрационным лагерем для животных». Меценат Раимбек Баталов, глава попечительского совета социального фонда помощи алматинскому зоопарку, тогда же рассказал о том, что руководство зоопарка скрывало факты болезни многих зверей: помимо Куралай, как оказалось, болели медведь, лисица и еще одна тигрица.

Я, как автор петиции, прошу всех понять, что моя личная борьба против произвола в КГБУК Зоосад "Приамурский" имени В.П. Сысоева не связана напрямую с петицией. То, что Долин А.В. хотел сотворить с тигром Амуром, это ничем перед всеми фанатами Амура не исправить. Прокуратура написала мне лично, что вот, мол, само действие не совершено, а было только желание......Но именно само действие только и остановили мы, фанаты. И если бы Долин А.В. отправил Амура на Кубань,думаете он бы понес наказание?! А господин Фролов В.Е. потакает и будет потакать таким, как Долин! потому что знают друг друга десятки лет, потому что Долин А.В. везет подарки в Москву, потому что "одного поля ягода"! И еще Фролов В.Е. проверял алматинский зоопарк! Тогда, когда местная прокуратура вынесла кучу предписаний, у него все было на "отлично" по результатам проверки!

Как Мезенцев Д.Н. говорит, что не надо делать что-то для решения под сиюминутную проблему. Если кто-то может разместить где-то, помимо наших групп, буду благодарна!Пусть чиновники наконец поймут, что животные не должны быть просто "имуществом", перемещаемым по их воли.
